Apply for Home Improvement Programs
Maricopa County homeowners concerned about the health, safety, and energy efficiency of their home may be eligible for assistance through Maricopa County’s Home Improvement Programs. There are three programs, subject to availability based on funding:
- Emergency Home Repair
- Home Rehabilitation
- Home Weatherization
After identifying which program best suits your needs, review income eligibility guidelines, and if you qualify, follow the step-by-step instructions.
To help establish eligibility, the following documentation will be required.
- Photo identification for the applicant only
- Proof of homeownership
- Documentation of gross earned and unearned income for everyone in the household 18 and older received in the 60 days prior to and including the interview date.
Emergency Home Repair funds are intended for those most in need and are prioritized by federal guidelines (not first come, first served). According to federal guidelines, applications for HVAC assistance will be prioritized using the following criteria:
- Households living at or below 50% of the Area Median Income (AMI)
- Households with one or more members that have been unemployed for the past 90 days at time of application and living at or below 80% AMI
- Whether or not the furnace or air conditioner is working
- Whether or not there is member of the household aged 60 or older
- Whether or not the household includes a member with a disability
- Whether or not there a child under the age of 6 residing in the home

To qualify for assistance, the following criteria must be met:
- The household must be located within Maricopa County, but not in the cities of Glendale, Mesa, and Phoenix; and
- Since March 13, 2020, a household member has qualified for Unemployment Insurance from the Arizona Department of Economic Security (DES) OR the household is experiencing financial hardship; and
- Household is living at or below 80% of the Area Median Income (AMI) and
- Household demonstrates a risk of experiencing a health and safety crisis due to the lack of heat or air conditioning.
Applications for services may be prioritized to assist the most vulnerable households first (not first come, first served). Due to the availability of funding and the number of applications, some eligible households may be placed on a waitlist.
After an application is completed, the Maricopa County Human Services Department will contact you to discuss next steps. At that time, documentation may be requested including, but not limited to:
- Photo identification of the applicant
- Proof of citizenship or lawful presence of the applicant
- Social Security cards of all household members
- Documentation of all household income received in the 90 days prior to the application date
- Proof of applicant’s home ownership (deed or title)
- Recent gas and electric bills with account numbers and service address listed

The household must be located within Maricopa County, in the city/town limits of Buckeye, Cave Creek, El Mirage, Fountain Hills, Gila Bend, Guadalupe, Litchfield Park, Tolleson, Wickenburg, or Youngtown or in an Unincorporated Area of Maricopa County.
To qualify for assistance, the following criteria must be met:
- The household must be located within Maricopa County, in the city/town limits of Buckeye, Cave Creek, El Mirage, Fountain Hills, Gila Bend, Guadalupe, Litchfield Park, Tolleson, Wickenburg, or Youngtown or in an Unincorporated Area of Maricopa County; and
- The owner of the home must occupy the home as their primary residence; and
- The applicant must be in the United States legally; and
- The total household income must be at or below 80% of the Area Median Income (AMI).
Home Weatherization
Helps eligible Maricopa County homeowners within the service area receive weatherization services in their residence to improve the health and safety of the home and environment by increasing energy efficiency and conserving natural resources.
Weatherization services include, but are not limited to:
- Installation of energy-efficient light bulbs, smoke alarms, and insulation
- Repair or replacement of water heaters, air conditioners, and insulation
Applications for services may be prioritized to assist the most vulnerable households first (not first come, first served). Due to the availability of funding and the number of applications, some eligible households may be placed on a waitlist.
After an application is completed, the Maricopa County Human Services Department will contact you to discuss next steps. At that time, documentation may be requested including, but not limited to:
