    About Community Action Programs

    The Maricopa County Human Services Department contracts with seven (7) Governmental Agencies and three (3) Private Non-Profit Agencies to provide services through thirteen Community Action Programs (CAPs). However, we do not serve residents of the cities of Phoenix and Mesa as those geographic areas have their own CAAs responsible for providing services to those communities.

    The MCHSD CAPs provide various types of assistance to prevent homelessness, such as case management, information and referral, and food programs. Each CAP office is unique within its own service area. All CAP locations provide direct financial assistance for those households that are eligible such as:

    • Utility payment
    • Utility deposit
    • Mortgage payment to prevent eviction or foreclosure
    • Rent payment to prevent eviction
    • First month's rent payment for those who are homeless
    • Rental deposit payment for those who are homeless

    In addition, home weatherization and repair or replacements of utility related appliances are also available to eligible households.
