    About American Recovery and Reinvestment Act

    American Recovery and Reinvestment Act and HSD

    The Human Services Department will receive over $28 million in stimulus funding. Here's how the money will be spent.

    Community Development: Homeless Prevention and Rapid Re-Housing Program (HPRP) $900,303. Funds will provide financial assistance and services to either prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly rehoused and stabilized.

    Community Development: CDBG-R ARRA Entitlement Grant $588,782. Youngtown will use up to $450,000 to pave existing unpaved alleyways. Guadalupe will use up to $138,782 to install sidewalks where none currently exist.

    Community Services: CSBG ARRA Block Grant $1,382,230. Funds will be used to maintain the Community Action Program network within Maricopa County (excluding the cities of Phoenix and Mesa.)

    Community Services: Weatherization $11,911,987. Approximately 1,600 units - individual homes and apartments in federally subsidized multi-family complexes will be weatherized.

    Education: Early Head Start Expansion $1,356,1060. Early Head Start services will be expanded to serve 118 additional children.

    Head Start Expansion: $2,835,497. Head Start services will be expanded to serve 114 additional children.

    Education: Cost of Living Allocation/Quality Instruction (COLA/QI) $1,276,679. Funds will provide training and mentoring to program staff, interpretation services to parents in the program, compensation incentives to staff who increase their educational qualifications, to purchase a playground climbing structure, and to cover increased costs for supplies and staff mileage.

    Workforce Development: Workforce Investment Act (WIA) Youth $3,180,757. Programs and services targeted for young people to encourage them to complete their educations were expanded.

    Workforce Development: Workforce Investment Act (WIA) Adult $4,693,806. Expand necessary services to substantially increased numbers of adults to support their entry or reentry into the job market.
