    Mission and Vision

    Department Mission
    The Mission of Human Services is to provide education, employment, shelter, and basic needs services to individuals, families, and communities so they can enhance their opportunities for physical, social, and economic well being.

    Department Vision
    All Maricopa County residents will have opportunities to achieve economic self-sufficiency, attain a sustainable living environment, and enjoy a high quality of life.

    American Recovery and Reinvestment Act and HSD
    The Human Services Department will receive over $28 million in stimulus funding. Here's how some of the money will be spent.

    Community Development

    Community Development administers the Community Development Block Grant and HOME Investment Partnership programs for the Urban County. Generally, incorporated communities with populations less than 50,000 may apply for funds in conjunction with their county government. A cooperative arrangement between these communities and the county is required to create the Urban County . The unincorporated areas of the county may also apply for funding.

    Community Justice Support Services

    Community Justice Support Services was added to the Human Services Departments suite of social services in July 2011 to provide prevention and intervention services to youth and adults who are at-risk within the Criminal Justice system.

    Community Services

    The Community Services Division (CSD) is the designated Community Action Agency (CAA) for Maricopa County, with the exclusion of the cities of Phoenix and Mesa. The CSD ensures the provision of Community Action Program (CAP) services to provide emergency assistance services, case management, outreach, information and referrals, and home weatherization and repair/replacement services. The CSD and CAPs promote and participate in community networks and collaborations.

    Early Childhood Education - Head Start

    Head Start/Early Head Start is a comprehensive child development program serving children from birth to age five, pregnant women, and their families. The primary goal of Head Start/Early Head Start is to increase young childrens' social competency while preparing them for school and the world around them. This site is intended to be a valuable resource for parents, community organizations, volunteers, and employees. We look forward to serving you!

    Senior Adult Independent Living

    SAIL is a program through which the Area Agency on Aging provides case management and in-home services to older and disabled adults. With funding provided mainly by federal and state resources, the Area Agency is able to help individuals receive the services they need.
